An IP address can be tracked to a specific computer on some situations. This usually can only happen if you have what is known as a "Static IP", which is an IP address which never changes. If you are using a cable modem, you probably have one. However if you have DSL or Dial-up you likely have a "Dynamic IP" which changes from time to time. Although a dynamic IP can still be used to track you, it is much more difficult to do so. Not only can an IP be traced to a specific computer, if there is reason to do so, the ISP can be contacted and your personal details can be retrieved from the IP (once again, usually only if you have a static IP), although this can only be done in extreme situations, for example the FBI detecting that someone at your IP has tried to hack the Pentagon.

They can very quickly find the server you are connected to and who owns the server... AOL... Earthlink ... etc... But not all the way to you. They should be able to find the town you are in by the server ip address. But as far as finding you nope, not with out the Internet Service provider telling them who had that IP address at that time and date.
So if the law wanted to find you yes they could but not the public with out a court order. But nor could the police.
It don't matter if you have a Static IP or not. They still can not find you without the help of the ISP. The ISP is the only one that knows your Static IP and again takes a court order to get the number.
Unless you have a domain on that ip address. Then it can be looked up on line. And then they will even get your phone number.
I ran The Garden Systems Internet service for 4 years tgarden.com. It had well over 200 users on it when I shut it down. The server would archive by date. All I needed to know was what date and time, I could open the file with that date and scroll down to the time and it would have a user name and how long they was on line. It would as well keep track of each IP the user would visit depending on the settings. That takes too much storage space so I just kept time usage data per user. Would tell me when I need to add new lines.

If "someone" is, say the Feds, or DHS, then yes, they can... but ther'ere still a certain amout of paperwork involved, they would have to go to your service provider and get the information on which subscriber was using the IP number at the time...
There is no automatic, immediate way to pinpoint a location from an IP number - desite what you see on TV

If you want a good idea of what is captured in a server log, you can read the article below. It has examples and screen snaps. The server logs don't have physical addresses. But, if the website has other databases with this info such as account information or shipping info, it is possible someone could combine the info.
You might also want to ShowMyIp just so you can see what type of information your web browser passes along.

Yes, your IP address, is just like a telephone number, it is your ID, and anyone, who knows how, can track you right to your front door. If they are unable to, because of a roving IP address, your ISP knows who you are..

Yes and No.
Normal users like us, we can't possibly track down where you live. For example, the exact location you live in, the block of flats you live in.
But normal users can track you down, by your location, as in your country and the broadband service you are using.
Internet Service Provider, ISP, can track you down, your address and specific information about yourself.

With the power of a warrant served on your ISP you can be tracked very easily! If you have static address it is even easier to do.
