Rasmussen Reports currently has him at 39% approve, 59% disapprove. Although his numbers are not as low as some polling services, Rasmussen Reports runs highly scientific polls that have proven to be extremely accurate.
The trend downward of Bush's approval rating and that 41% "Strongly Disapprove" but only 18% "Strongly Approve" are really something...
Comparing to other presidential approval ratings, accurate polls of this sort weren't conducted until FDR. In that time, Nixon had the lowest (just before his resignation) at 24%. Bush has the lowest of any president at this point in their term.
Regarding what rating a president "should" have, over 50% is definitely desirable from their perspective.

An approval rating should not be important to the President. Or any other person in a high leadership position. He is there to 'lead' us.
Have you not heard the cliche about it being lonely at the top? Effective leaders do what they think is the right thing to do, based upon their 'vision' and understanding of events and requirements.
It would be easy to sit in a office and be poll driven. That is what our last President did. Take polls, give em what they want. That is not leadership! Instead it's looking for a crowd and then running to get ahead of it and then claiming they are all there to see you. It's a day late and dollar short of effective leadership.
Don't you remember when you were in school and student council elections were coming up, and your teacher(s) told you it was not a popularity contest? Same thing. Clinton was running a popularity contest. Bush is leading.
Big difference but sometimes hard to see and understand when the media intentionally mis-inform and spew biased garbage day after day.
Tough decisions are made by leaders. Popular answers are given by others. You just think about it a little bit more.

Bush's rating is in the 20's 26% to be exact. Now FOX news will tell you different and they say it is like 40% which is ridiculous, since they never had that % over the election in the first place....Neocon propaganda that isn't true. The Republicans are finished and their time is running out quick...Bush is way messed up now and even his Republican Senate isn't supporting him now. Tony Blair has to do all of his talking for him, unless he has a ear piece in and someone is coaching him along...The man is obviously drinking too, and has all of the alcoholic behaviors. What a mess America has been lead into.

His approval rate has recently been as far down as 32%!!!! He should at least carry better than 50% if he is truly representing the people who voted for him. Oh that would be 49%. I think he might make the Guiness Book of World Records for the lowest popularity score.

Frankly, since neither he nor any of his cabinet are running for president or any other post in government, they really don't need to care what their approval rating is.
Bush said he was going to spend some political capital after he won the 2004 election, and that's what he's done.

last I heard his is in the mid 30s which literally makes him the least popular president we've ever had... it's rare for a presidents' approval rating to dip below 50, let alone in the 30s

I saw a 39% approval rating in a WSJ poll. This only happens if Repbublicans are angry with him as well.
Meanwhile, did you see what the Iranian leader did recently? Not meaning to change the subject to deflect criticism from Bush, but this guy is out of his mind.

President John Tyler's rating was proabably the lowest ever, and will be for a very long time.. He was so bad, that he even got kicked out of his own party. So he definately had no friends, especially in Congress.
