They can, and some do. Ballet has a lot of "tradition" that rules it, part of that being women in pink ballet shoes (pink satin, with ribbons, if they are pointe shoes) and men in black or sometimes white shoes. Many men prefer black shoes over pink, anyhow. But I guess to answer your question simply... they absolutely CAN wear them, they just don't very often. :)

No one said you couldn't wear them in class. It is usually more "acceptable" for you to wear white or black just because that is what you would normally perform in for the first few years, until you hit professional levels where more variety in costume is used.
My male ballet teacher would often wear different colors of ballet shoes. He tended to prefer canvas however, not leather, regardless of the color.

Guys don't wear pink slippers because it is too feminine. Usually boys wear black or white or tan slippers.

Because men do not wear pink tights! The shoes match the tights on the women so their line is longer. Men wear black pants or tights and white t-shirts for class so the shoes are either black or white.

I suppose it's to distinguish the male from the female dancer...what's next? A ballet skirt maybe? Sorry.

Studios have different dressing requirements. I'm a girl, but at my dance studio we have to wear black leotards, black tights, and pink slippers, so its just the studios dress requirements.

I think it's just part of the ballet strictness. And it also looks more masculine. You can ask your teacher if you fell like he/she won't be ofended :)
