My intent is to play a wide variety of music genres and my budget for a electric guitar and amp would be below $400US. Any idea?

Fender Stratocaster $370
Behringer Amp $70

It busts your budget slightly, but your Strat will be a lifetime axe.

Don't go cheap, just wait.

Buy a Fender Stratocaster (the "Strat") or a Gibson SG-3 now and also buy a "headphone amp". This is a mini amplifier - that gets VERY loud - that plays through headphones (that are included). You can listen to music and play along into the privacy of your headphones. This has many advantages:

1) You get a very good guitar.
2) You get very good sound from the guitar with the headphones.
3) You can play for long stretches privately.
4) You don't have to annoy your neighbors/parents/family with your bad playing as you are learning.

Go for the good guitar - wait for the amplification until you've played a while and have more money.

(... and you're good enough not to abuse others with your playing ).

I once had a Fender Squier Stratocaster, I regret having sold it. As for an amp, tough call, since you have a very limited budget.

I also think that a Fender would be a budget wise choice.
Check MusiciansFriend.com or AmericanMusicSupply.com or any other of the e-tailers. You will get a good deal on a new piece, instead of risking a "used car" type of purchase. (Somebody else's problems)
