I am having a discussion with someone who says plates are private property. I think they are government property. Who is right?

I beleive you will find that it depends on the state. In most cases, they are private property and you get to keep them, which is how you can see so many restaurants covered with old plates. In a few cases, the state may require them to return to the state to cancel the registration.

Thanks for the info folks. NY stuck a cheap sticker on a piece of aluminum foil. Now my tag is peeling. I'm waiting for some trooper to pull me over for improper display.
It's happening to everyone who has this particular blue/white tag.
I paid for tags I do not own( Thanks guys) pay exuberant registration TAXES every yr.
If NY wants to maintain it and "give" me a new tag, I'll put it on my truck.
Everyone who has questioned DMV is told they have to BUY another.That's horse pucky!
I had NJ tags last 28 yrs and 3 transferred vehicles. The Paint on my 14 yr old truck still looks new.( I take care of my stuff including washing those horrible cheap tags.
