Both China and the US will soon find themselves second to corporate space interests.
Within 30 years, all the most important work in space will be privately financed and for profit, while governments fall back to pure research.
That is how North and South America were colonized. European governments started it, but private citizens in waves of leaky vessels washed up and started grabbing land.
That is how it will be in the coming decades.

We have no monopoly on space exploration. China can do whatever they want with space exploration. It is a human endevor and personally I'd be glad to see more countries taking on some of the role we and the russians have been doing. I don't think it should be seen as some sort of race between the countries. Any information gained from space exploration should be open knowledge to all citizens of the planet.

Space exploration is an expensive activity. Everyone benefits from the scientific developments that are a result of the space programs in many countries. America is only one of the countries exploring space. The discoveries occurring now are mostly a result of cooperation between nations. rivals are now partners.
Welcome Chinese space exploration. It will help to develop China and they will share the discoveries with everyone. There is enough out there for everyone. It is a pity that nations capable of advanced science, such as Iran, are wasting their money on military science instead of joining in the peaceful exploration of the deep oceans, or outer space.

Yes I am afraid you hit on a continuing problem NASA has. Provided NASA could gets the funding needed they could do fantastic things. As happened when we went to the moon the first time. Considering how exciting technology is now I believe the results would be even more exciting and valuable to this world and it's people. I think China and other countries like Russia, Iran, Germany,England etc. Can and should develop technology either separately or even better jointly. The Earths capacity to support human life has diminished and will continue to, even as human population increases rapidly. So if for no other reason than our survival as a species, we should develop places and ideas that will allow us to go to other planets. We must do this now, before feeding ourselves becomes more important than finding our way into space.

Right now, China is about forty years behind the USA. As you know, the USA will visit the moon again. China has also said they will visit the moon. But if my history is correct, that will still mean China will be forty years behind.
If China decides to join the Russians and the United States in joint ventures, it would mean the Chinese will advance at a faster pace. It is the old adage for the Russians and Americans of "been there, done that."

Don't get all excited. China isn't going to surpass the united states any time soon. They're very loud about their space program efforts, but they're not actually doing anything unusual or impressive. They're pretty far behind the US in terms of technology and accomplishments, and they will be for some time to come.
