What about a Chevy Suburban or a Tahoe? Plenty of room for people and kid STUFF! They have 4 doors, seats up to 9, captain chairs are an option, can buy new or used, AC in the back and doesn't have the soccer mom look. The only thing I don't know about is the miles to the gallon. I highly doubt they get 30, I think it is more like 19 highway miles.
Another option might be a PT Cruisers which get about 29 miles to the gallon, I think, but they don't have 7 seats.

The Chrysler Pacifica meets most of those, but its mileage is a little worse than 30 mpg. The Toyota RAV4 can get 30 and is available with a thrid row seat, but it is only available in that style for 2006 so it is only new.
The killer here is seven seat and captains chairs in the middle row. That means minivan, or maybe a alrger conversion van. The conversion vans are all V8s and get less than 20 mpg. Minivans can get 30, but few of the older ones did. You want to look at Honda Odyessy or Toyota Siena minvans for this combination, or the Chrysler Pacifica. You could looks at the Mazda 5 which is basically a mini-minvan and has the seating, but is very small. It looks good, but may only seat 6.
No offense to the other answers here, but ALL of them before mine missed at least one (or more) things you mentioned. Check the Pacifica. In base trim, it had most of what you wanted and still got fuel mileage in the mid to high 20s. The all wheel drive models weighed a lot more and got worse mileage.

You described a minivan as your best option right up until you said you didn't want one. You will be hard pressed to find something else that will seat 7 passengers and still get 30 miles to the gallon.

You might be highly interested in a Scion xB. Its a really cool car that you AND the kids will love. Its really tight, it only has 103 hp which is enough but considering that it gets th 30mpg that you want. Im sure youd like it. Although it looks small once you get inside of it its probably the roomiest vehicle youve ever slipped in to. Check it out, youll be surprised. You might even like the Scion xA. Good luck, take care.

you'll have to settle for a minivan like a caravan or a nissan quest. don't think SUV's have ac vents in the back and if they do it'll be a small minority of them.
