It depends on your definition of a WMD. The US FBI considers it to be any weapon whose consequences overwhelm local responders, which could be as minor as a single pipe bomb in a poorly prepared area. In that case, almost anyone could technically build a WMD.
However, conventional use of the term implies a weapon capable of at least dozens of casualties and collateral damage exceeding six or seven digits. In that case, considering the rareness of these occurences despite the human predisposition to blow crap up, it would be a real challenge to build yourself a WMD using only your Home Depot gift card.
Nuclear materials are inaccessible for the overwhelming majority, biological weapons are tricky to design and deploy even for goverment think-tanks, and conventional explosives are difficult to gather in bulk without alerting the government very quickly. While it may be possible to complete one of these weapons using everyday materials, certainly not "almost anybody with a science background" is capable.

I am a science teacher and the answer is a definite yes.
In fact it is worse than that. Most homes have the necessary ingredients in them already.
I also avoid providing that information in my classes. Although I usually start my classes by having my students do an inventory of the toxic chemicals they have in their homes just to make them aware of potential dangers.
The problem is that we cannot run a modern society without having the ingredients around. What this means is that the real weapon of mass destruction is the motivation for destructive use, and that motivation is the ignorance of religious fundamentalism.
The war on terrorism is really a war on religious fundamentalism. And I mean ALL religions, including Christian fundamentalists.

But getting and refining that material is the trick that takes years and mucho bucks to perfect on your own.
