Yes, they are designed to handle some water. However, all too often I find that the contractor installed the track without properly tilting the jamb slightly to the outside. In some cases (perhaps yours) the bottom track actually pitches back towards the home. This is bad business for a number of reasons.
I recently had to remove and reinstall a sliding glass door track for a similar reason, and it actually wasn't too bad. The doors pop right out, and the track unscrews very quickly. If you find that the track is in fact pitched improperly, it is important to perform this operation and apply a slight angle to the track with shims for optimum water run-off.

It should not leak that way, but after awhile, the weatherproofing will erode. There can be hairline crack pretty impossible to see. One of the ways to find them would be, on a dry day, have someone squirt water at the doors until you see exactly where it is leaking. It might be bent ever so slightly, but it is enough to let water in.
If you wanted to add a double measure of protection, consider getting an awning over the door. They help tremendously.

Yeah! They are designed that way but also to drain with little slots or holes that may have been clogged up. Sliders being close to the ground pick up dirt more than windows that way and the dirt clogs the drainslots.
Carefully clean the grooved tracks with soft cloth and you'll see the drain holes and the gunk that clogs them!

its OK the rain water is supposed to run out the channel and there is weather stripping and a sweep under the door. if you notice water in the house then you need to use a good quality caulk to seal it.
