One of the Scariest movies in my mind is When a Stranger Calls, if you are looking for a gory movie where someone dies every couple of seconds its not for you but When a Stranger Calls is genuinely scary in that you never see the antagonist ever. another scary movie thats not really a horror is Hostage, the character named mars is truly terrifying, i suppose if you are talking really bloody horror movies, a nightmare on elm street is a classic. and dont let anyone tell you any differently, saw is not a horror movie. its just a psychological thriller, they;re both awesome tho, i would definitely reccomend that you see both of them if you havent already, another terrifying movie is 28 days later, you could also try taking lives. sorry for ranting on, just trying to give you some ideas of movies to see that are scary

The Ring was pretty creepy, especially when Samara's flesh dissapated when Rachel was in the well holding her, and Carrie was just.... weird. What a psycho.
Some movies that weren't meant to be horror creeped me out a bit, though. Red Eye was cool (I liked it when she stabbed the pen into his throat! Yeah I know I'm gross) and The Day After Tomorrow just freaked me out. I'm always scared to read the weather report right after I watch that movie.

The first Howling, Wholey crap! All the rest (2-4)pretty much sucked but the first,,, wow. The makeup, special effects, camera play story line,,, it was a total package. The 80's remake of american werewolf in london is a close second.
