Well eBay is an option but it is risky on expensive stuff. Dell computers have cheap prices and also te store Costco or Costco.com have cheap ones.

Are you sure you want to do this? Assuming that you can find a laptop at this price at all, you will be sacrificing quality and speed as the processor will no doubt be inferior.

go to a computer swap meet because they have cheap laptops and they are on display so you can see if anything is wrong with them

try newegg, also dell has or had aptops for 399$. umm... I would also check out refurbished items, ie rebuilt. another thing you could try is simply type "cheap laptops" in Google or Yahoo! search window.
