Because the government instead of education and medical care for its citizens spends billions per year tax dollars on the military so that they can bomb and invade other countries, instead of taking care of their own country.

This isn't a politically correct answer, but I think it hits on some of the major issues.
We have diversity problems. The best school systems come from Western Europe and Japan, where the student population has little diversity. The richer and poorer kids have similar lives, and there is less cultural diversity.
I live outside of Los Angeles. LA schools have substantial populations that speak no English, but speak another language. And those languages are as diverse as Spanish, Chinese, Russian, Vietnamese, Korean, and Arabic.
And different immigrant countries bring their own attitudes and cultures. Mexican and Central American students often have no desire to go to school - they aspire to work from age 13 or 14, even if that means less income as adults. Many immigrant children from these areas never went to school before they came here, so they have no idea as to how to behave, or sit still. The school system has to catch these kids up if they are to function in the classroom. Other cultures have their own difficulties, too numerous to mention.
Another problem is general discipline. If kids are disruptive, their behavior is tolerated, and the schools have very little power to create a safe environment for students with motivation to acheive. Student discipline is often rewarded with a lawsuit or a protest rather than respect and courtesy toward the school's efforts to provide a solid environment for all students.

LindaLou, I would much rather have my country be the strongest military force than spend more money on education. Why not make parents responsible for their children's education. In fact, why don't we all become a little more self reliant and stop expecting someone to give us something. The trouble is, the school system had become a glorified babysitting service that ties the hands of the teachers. An education system is only as strong as it's community.

It was an excellent system until the 70's when fuzzy brained idiots decided not to have discipline in the schools. Then, they had to make sure that none of the little darlings failed because it would ruin their self-esteem, so they watered down all of the courses. No child left behind, right? We now have a whole generation of kids who can't read, write, do math or understand science. And they have sewer mouths and dress like thugs and thugettes.

It is ran by moronic government and union people. What would you expect, hard work and a good job? Their is only one reason factories are moving out of the country UNION PIGS. They have now moved into government agencies like the Education Union. My kids may need to go to Mexico to get a good education.

Same problem with all liberal plans. You can't fire incompetent teachers because they are union protected. The answer is always spend more money, and the moment you want to introduce something as fundamentally sound as the free market concept in the school system, the lib's scream like you were putting toothpicks in their eyes.

First of all we don't want to pay what it would cost to have a decent one. But parents of today are horrible. Parents are whinners and don't back the teachers. Kids don't respect teachers because parents don't. Parents want their kids to get A's and if they don't they complain and grades get changed. Parents complain about too much homework. and work being too hard. They complain that the school year is too long. Parents complain about everything unless their little darlings are getting A's.

Because how are the kids going to get to school if we have no oil to make gasoline!?!? First things first!
Btw: Universities are fine because you have to pay tuition to get into them. And if you were a college student right now, you would know how much tuition is increasing because America doesn't give a **** about its college graduates. Apparently the country is just going to run itself in the future?

I think it's two fold
1. the less a person knows... the less you have to pay them... poor education system = low wages = more money for the boss...
2. they don't really value education enough to fund it... some areas do more, but in MANY places they would rather have crappy schools and low taxes than good schools and pay a little tax...
