Before the advent of allergy eye drops this is what I had to due when I was a kid: get a glass of lukewarm water and put a little bit of salt in it, then make sure glass is full to the top. Make sure glass, water and salt are very clean. Put glass on counter and position your face on the glass so that the affected eye is in the glass and then open and close. It stings a little but feels good afterwards. Be sure to wash your hands really good and do not touch or rub your eyes. Your eye will calm down and stop itching. This is not as effective or as fast as allergy eye drops. They used to sell eye cups that you could put on your face and hold up to flush out your eye.

Try cutting a potatoe in half, and putting them over your eyes, I dont know if it will work on allergies or not, but I know it sure takes the swelling and burning out if you get burnt from welding.
