Ick is a parasite. The white spots are actually clusters of eggs these spots are only the size of a pinhead. The amount of spots will increase each day. Wardley's ickaway will fix this. It usually takes a few days as the medication will only work on the adult bugs which are too small to see. The eggs take approx 3 days to hatch. You should have a heater in the tank at about 26 oC and only aerate the water as a filter will filter out the medication before it can work, follow dosage rates on the bottle.
HOWEVER, it sounds more like fungus to me if its large patches fluffy and particularly on his eye (cataract). Check the pH as acid water will cause this. If acidy adjust the pH so its 7.0 - 7.2 and treat with wardley's fungus ade and maybe triple sulfa tabs aswell. Once again only aerate the tank till he is better and follow the dosage rates on the products labels. If you haven't changed any water in the last few weeks and it is a fungus I would suggest a 25% change before and after you treat the tank.

It sounds like ich (a parasite). They also can get gill flukes, and velet.
Talk to the fish store on how you could handle this. Oscars are freshwater. We have a marine tank over here.

It's probably "Ick." that's a disease that fish get when they don't get taken care of well. I'm not sure what to do about it, except give him clean water (let tap water set out for at least 6 hours). There might be medicine for it; go to your pet store and ask how to deal with Ick.

I think your fish has the disease they call "ick". You can get medication that will cure this problem. Go to your local aquarium shop and ask them for the medication. Good luck.

Sounds like Ich, its a fungus I think.
the meds are available almost everywhere, pet store your best bet though.

oscars arent the hardiest of cichlids, but it could be fungus,ick,or velet.
