You can place it for consignment sale at any pawn shop or gun dealer. Any business with a BATF sales permit can legally facilitate the sale of your mom's pistol, they'll do the right paperwork and background documentation so you can rest easy that it's not going to someone who should not have it.
Or you can turn it in at your local police department (CALL FIRST, it's a terrible idea to bring a gun to a cop shop unexpectedly)

i guess there will be some problems on the documentation process, because its been 11 years passed and its only now you are going to register it (first step before you can sell it), this is where all your troubles will root from because you will have to prove this and that to the police.
i would like to confirm if you wanna get rid of it and at the same time earn some money out of it...because by doing so, it can somehow give you some morale issue to resolve within yourself like as you said its part of your mother and selling it may contradict your earlier statement notwithstanding the sentimental value attached to it.
if you are really decided to sell it, then as i mentioned, pursue first on the process of documentation to make it legal, dont worry anymore on how the new owner will use it, be it for a noble or criminal purpose, because its now beyond your responsibilty. anyway, they can have gun from whatever source is available, be it from you or some other people.
but to save you from other worries, well i suggest that you just bury it somewhere in your background or just keep it for good in your storeroom...here, you maintained your principle all the days of your life....

Keep it. Learn how to use it. You might need it some day. Register it if that's required in your state. Or pass it on to the next generation in your family. They will be happy to have an heirloom and a memory.

It depends upon your state laws. In any state, however, if it's a nice piece, cops and deputies love free guns!

Call the local P.D., tell them what you have and ask them what to do with it. Don't bring it to them as they might arrest you for transporting an unlicensed firearm.
