how can some countries be moved upon swiftly ,while others are neglected and rejected?

It all depends on who the country is. If they have oil or something else important then they're helped quite readily. If they're like most African countries, they're left to their own devices. Sad isn't it?

Ask the UN. Although I doubt if they'd answer you being that to answer you they'd have to acknowledge the fact that they are extremly prejudiced and biased.
