I'm English and I say cheese on toast if it's a piece of toast with cheese on top then melted under the grill.
I call a toasted cheese sandwich just that, a sandwich of cheese then toast it, open up to melt the cheese. I've never heard of roasted cheese, this would have to be put in the oven.

Toasted cheese or toasty cheese
I'm from Motherwell originally and have never called it roasted cheese. Now I live in the North East and still call it toasted cheese.
It's nice with bananas underneath. And a smidge of mustard. but only when you've got the munchies.
And I take offence to that person who suggests we're all stoned, man

I've never heard it called Roasted Cheese, only Cheese on Toast.
I have heard it called Welsh Rarebit, but I never worked that one out! In what way is it Welsh? Are there any Welsh cheeses other than Caerphilly (which is just like Cheddar anyway)?
Try it with ground cayenne pepper!

Has to be toasted cheese...shows the techniques used. If you roast you are using oven like techs.
