What should I do about a teen not being responsible and always relying on her mom .?

my sis in law is 19 and has an 18 mo old,lives w/her bf after leaving the house saying she didnt need anything from us.both work,she goes 2 school, her kid is always here for days at a time, grandma buys diapers and wipes sumtimes. I babysit her kid and pays me whenever she wants 2, and always runs 2 mom when she needs something, like when i ask her to pay me she runs to mom, she got kicked out of school cus didnt pay and she runs to mom,
how can i tell my mother in law that she is hurting her kid by not letting her be responsible ??every time she needs something there's mom who will help her, i dont want her to close the doors on her but for instance, take ur kid w/u for the night, my bros in law (16 and 13) have no need 2 struggle w/the kid at night, how bout she pays her own cellphone?how bout my sis in law actually struggles like a parent should, other wise she will never learn, from diapers 2 sippy cups,wipes i always gotta share it w/the kid what about her parents? what do i do

You can't control your mother in law, but you can control you. Sit the girl down and tell her that your baby sitting services are cash in advance. Don't be mean but tell her that you need the money in advance because you don't have the spare cash if the baby needs something. If she can't afford to pay in advance, she won't look at you as a free-bee. Always use tact in family matters, it may even straighten out your mother in law when she sees you doing it.
