You can't. The FAA doesn't allow a passengers name to be given out; asking an airline if so and so is on board is a waste of time.
They are mostly concerned with domestic disputes.
e.g. an ex husband looking for his ex.
if you are smart and know how to ask the right question you can find out if the person you are looking for is on board; but nobody is going to straight out tell you.

After the flight is landed, you must call the traffic Dept. at Airport they have the TPM Total Passenger Manifest.

Only if you are related your call will be entertained or if you have biz partner travelling on board.

You are prepared to spend time at the police station and possibly get a visit to Guantanamo Bay? If you don't know the passengers name before they get on the plane, ask them when they get off.
