I am stuck on the mission that you have to get gang members in your car so you can go kick some other gangmembers butts. How do you get them to get in the car with you?

In the PS2 version, target a fellow gang member without a weapon equipped and press "up" on the keypad.

I think you need to rethink your lifestyle, whoever you are. Being in a gang isn't going to get you far in life in terms of happiness or success.
I can't believe I'm actually taking the time to answer this, but it's just amazing how some people's minds work.
Anyhow, think about why you are doing this and maybe make a change in lifestyle. You don't have to be involved in this...it's a choice and you're making dumb ones right now.

for the computer version, right click until you see that green or whatever color arrow above their head. Then you push 'g' to recruit
