The leaves on the tips of the branches started to curl up. When you open them up, they are full of little white bugs (that resemble maggots- yuk) with black bugs in some. I bought Seven spray, but it doesn't seem to be killing them. More & more leaves are curling up. Help!

I used soapy water in a spray bottle (dishsoap) and sprayed the leaves on my night blooming jasmine tree for Aphids and it worked great and made it clean at the same time. I would give this a try!

I have to agree with ausie's answer. But you have to mix it strong enough and to spray every week for a while.
