It's gotta be Mac Dre. His flow, lingo, style, dance, swag has influenced the whole Bay Movement goin on right now. I luv E 40 tho, he's been doin it big for a decade, but the Mac set it off. From "Too Hard for the Radio" to "Sh*tonaman" to "Get Stupid" to "Leave Me Alone", the Mac was tight. You could argue for Tupac also, he came from the bay.
