they pay the illegals cash and do not register them. This way the employer does not have to pay FICA taxes either

what the government notice you received also included the correct action you MUST take according to law!
if the person cnnoct get a confirmation that this SS# IS his (it will be DIRECTLY from a local SS office), You are to TERMINATE employment!

They pay them cash or as "casual labor". Neither require a SSN.
