I think the state laws differ.

In Alaska, I called several places and I could not take my niece in to get a naval piercing even with a written and notarized statement from one of her parents. The piercing place had to check the parent's ID themselves. Of course I don't know if this was the law or the policy of each individual business.

Something else interesting (to me at least): In Alaska a person under 18 cannot get a tattoo, even with a parent's signature. Weird I thought.

you can be any age as long as you have your parents supervision and i think they have to come with you.
