It's easy. Pick the picture you like, copy and paste it into paint, crop the picture, and then resize it. Some sites only let you use 100 x 100 pixels. Then you save it as a jpeg, bmp, or gif. It just depends on what you're going to use it for. There's also a way that you can use Paintshop Pro, but that's way out of my league. Hope this helps, it's what I do when I make avvies.

There should be some free software and/or tutorials online as mentioned in the previous post. As for me, I would personally recommend PhotoShop and/or ImageReady.
