One of my friends was telling me that trampolines are illegal, and it's just a law that isn't strictly enforced. Is that true?

No. As people before me have said it is more of a safety issue. People try to do really stupid things on them and make it such a problem. But, no it is not illegal.

they may be illegal somewhere

there may be city codes that require certain safety features on them or fencing around them else they are illegal

I have lived in many states and cities in the U.S. and trampolines were not illegal at any of these places

I did have a home insurance company that would not write me standard home-owner policy (that includes covering injuries that happen on the property) while I had a trampoline

We had a trampoline for years but 2 months ago I gave it away because my children are grown

Not illegal...but there is a move to try and make it mandatory that they have a 3-4 or higher foot netting around them for safety issues.

Trampolines are banned by cheerleading organizations, except for tumbling-training, but I've never heard of them being barred by the government for private use.

If they are illegal then why does Walmart sell them? You'd have to buy them on the black market. Tell your friend to only speak when she is educated on what she is speaking about.

Maybe it might be in your town or where ever you live but if they were illegal why would they sell them at the stores.

They are sold in most large department and sports stores. And lots of my adult friends who are not as agile as their children are walking on crutches due to what appears to be a legal toy.!

No, it's just unsafe, especially for kids who are unsupervised. If your kid is at someone else's house and they break a leg while they are there, you have the right to sue the person.
