I'm gonna say Galactus and here is why:

You can't include the LIving Tribunal, because he isn't really a being, he just watches over the Marvel universe and decides who can do what with power. The beyonder was proved to be a greater doing of the near-omnipotent beings and wasn't really all that powerful. The character was subjected to a retcon making him less potent than originally determined, and explanations of his omnipotence have been written off as the more powerful beings "playing along" to ease the Beyonder's transition into self-awareness, Read Secret Wars III. Eternity and Death are considered the siblings of Galactus and they all reflect eachother basically, they can't live without each other, this was proven in the Abraxas story, where there was no Galactus, and Abraxas was freed because of a universe where there is no Galactus, so Abraxas took over the spots of Eterenity and Death, Abraxas was stopped when Galactus came back. Read Fantastic Four, I don't remeber the issues.

The Phoneix saved Galan, from the previous Universe, but Galactus and Phoneix have fought before. Galactus was about to devour a planet, but Phoneix wanted Jean Grey to rest on that planet, so they fought over it, the Planet itself was destroyed because of the battle, but in the end, Phoneix gave up because it couldn't go on anymore, so it asked Galactus to stop the fight.

That's why I pick Galactus at #1.

EDIT:
For those who pick the The Watcher, Galactus went head to head against him in a graphic novel based on Galactus and Nova's adventures, Galactus ended up being the victor, but their battle took so long and was so destructive, it ended up destroying the whole universe, but then Galactus with Nova realized that this was the cycle, so he ripped off his armor and a new big bang explosion occured, and Nova took place as the new Galactus. This was all in the very very distant future however, The Earth became extinct off all lifeform and Galactus even devoured it because there was no Reed Richards and he didn't have to keep his word of not harming it. Also, for those of you who picked the Watcher, read Secret Wars III, he is totally discredited and portrayed weaker than his invincible self.

The Marvel Universe contains a lot of cosmic beings which embody abstract ideals, such as Eternity, Infinity, Death, Chaos, Order, Entropy, etc. If you wanted to, you could make the arguement that although each of these is extremely powerful, they seem to lack free wills of their own - they don't have agendas, desires, personalities; they just do their jobs. Characters like Galactus and the Celestials do operate with some free will.

Excluding the abstract cosmic entities, I'd say that the most powerful being in the Marvel Universe would be the Beyonder, a near-omnipotent (yet possessed of free will) being who is the embodiment of an entire universe (or, as some tell it, a cosmic cube).

Next on the list would maybe be Molecule Man, who basically can control any type of matter or energy. I might put him as #2 in front of Galactus.

I'm not sure who; this is more or less a comment on what mike had to say. It eventually turned out that the event which gave Owen Reese his Molecule Man powers was a pinhole accidentally opened up by the Beyonder when he became self-aware and started creating. The Beyonder bled off a considerable amount of his energy through this pinhole. For a long time, Owen Reese thought he could not manipulate organic molecules, and even relied on some sort of wand as a psychological crutch in the beginning. When he realized that he could manipulate organic molecules, he was a lot more powerful.

After Secret Wars II, the Beyonder and the Molecule Man merged to form an (immature) Cosmic Cube, calling itself something like Cubix. So, I think that would make the Beyonder more powerful than Galactus, though it could be argued that he is not (originally) of the Marvel universe, but of some other (unspecified) universe.

In Secret Wars II a lot of cosmically powerful entities were shown attacking the Beyonder-- they all tried to pig-pile on him, and he threw them all off at once! That's pretty powerful.

So anyhow, that's my opinion.

Actually, the most powerful being in the Marvel universe or multiverse would be the One above all...followed by the Living Tribunal. The Tribunal is the universal judge in the Marvel universe...he keeps order and prevents any one being from becoming too powerful and throwing the universe out of balance. Tribunal showed this when he disbanded the gems in the Infinity Gauntlet to never be used in unison again. Thanos had the gauntlet and Thanos WAS deemed as more powerful than any one else outside the Living Tribunal. Also, Thanos once possessed the Heart of the infinite...and having that artifact made him even more powerful than the Tribunal himself. The only being I see as more powerful than a being carrying the Heart would be the Marvel Brother....but, the Brother storyline is a crossover with DC..so, I don't consider those beings for this discussion. In essence, the Marvel Brother could wipe out all sentient existence in the Marvel Universe with a wave of his hand...if he wanted to.

Here is my list of most powerful beings

1. One Above All(probably God...it just hasn't been said)
2. Living Tribunal(serves the One)
3. Beyonder
4. Abstract Entities..Eternity, Death, etc..
5. Galactus..at full power
6. Celestials
7. Elder gods..Odin, Zeus, Mephisto, etc..
8. Thanos
9. Upper Level heroes and villains...Silver Surfer, Adam Warlock, Gladiator, Hulk, etc..
10. Basic street level heroes and villains..Spiderman, Daredevil, Kingpin...etc..

Phoenix Force. It most definately has a concious state, and it had saved Galactus after the last Big Bang. It also needs to eat stars in order to survive. It's powers have also shown the ability to break things apart down to the level of quarks and maybe even smaller. It even calls itself life incarnate, what is (arguably) most essential thing in exsistance, because without life all other things can't be observed, and if not observed and learned from they simply are without any positive point or purpose.

Based upon Galactus being number 2, then I would have to say Eternity because he is basically the living embodiment of everything that ever was, is, or will be within the universe.
