The International Star Registry is the best-known of several groups offering this "service". Realize though that all you're buying is a certificate - the star name has no official standing and no one but you will recognize that name.

injanier is correct about The International Star Registry. They advertise the name is 'recorded in book form in the US copyright office'. That only means they sent the list in and paid a copyright registration fee. The same could be said of Tom Clancy's 'The Hunt for Red October'.
