I saw this one time when I was looking up funny laws and I'm pretty sure it was true.
It's also illegal to molest a trash can in Florida.

Knowing the silly laws that have been put on books over time, and no one bothers to remove them once they discover how goofy they are, I would say TRUE. (now I am going to go look it up - since I already gave my guess).
