Do not use WEP security. It has been cracked and you can get the info to do it on the net.
Make sure the router you use provides WPA or WPA2 security encryption.
There are programs available that will monitor for other trying to use your wireless connection for free internet access. They will alert you and then you can notify the Police. Stealing someones wireless service is a crime.

ok, firstly, i am not sure of your wireless AP type. so generally, the more common approach is to set a password of course(choosing of course the WPA-PSK encryption option), set a password that is "strong" (containing numbers, upper and lower case alphabets).
Change your SSID to a name that is unique, do not broadcast SSID, if possible,
Filter MAC address if your AP is not physically accessible(eg. locked in a cabinet), change your setup login to a more secure mode maybe https or if possible, disable the web-based function so leaving only the option to the setup is to terminal service in.
This approach will be considered reasonably secure to protect your wireless network from being scanned, hijacked, or even controlled by external factors. But there is always a possiblity that it can be hacked, so there is not 100% secure, especially wireless network.

Easiest way is to set a password for the network. If you go into the setup of your router there will be a place for setting a WEP (or WPA) password. Once you have set the password on the router, you have to go to each computer and run the network setup wizard and enter the password on each computer. The computer will remember the password and enter it for you after that. Any computer without the password can not get on the network.
Check the documentation that came with your router for specific steps to do this.

Set your encryption to WPA and create a strong password with alpha and numbers. Your connection 'cannot' be used unless the password is known and typed in for connection.

Go into the router settings (something like 192.168.1.1). The default username/password is admin/password. The go Wireless settings and use WEP encryption.

Enabing the WEP secuity is always a good item but better yet hide the SSID which means that no one can see the SSID of your system. BUT you can hook up systems because you know it is there and you have the network Key. There are 6 nets in my location and I am invisible to all of them
