Because the government of Lebanon, for the large part, doesn't support Hezbollah.

From what I have learned, the Lebanese government doesn't aide Hezbollah because they are opposed to the actions of that particular group. The reason that they don't use force to kick Hezbollah out is because Hezbollah and the Lebanese governments are of two different sects in the Islamic faith and it could prompt another civil war in Lebanon.
Furthermore, the Lebanese Government doesn't appreciate the constant bombardment on their country, but aren't willing to jump right into a war with Israel unless a full-scale invasion comes. Either way, this conflict is a tragic situation.

If anything, the Lebanese army should help Israel kick Hezbollah out of Lebanon.

It's my ( Western) understanding that the Lebanon army isn't powerful enough to defend against Israel or the Hezbollah. Also, in their FREE election, they elected a percentage of Hezbollah.
The way I understand the situation is Hezbolla is a humanitarian organization as well as a well trained Army. Sort of a government in a government.
The problem comes in because Hezbolla wants to kill all Jewish people.

The obvious answer is that Lebanon has no problem with Israel. And Hezbollah does nothing but put Lebanon in jeopardy with their terrorist actions. If I were Lebanon I would want help uprooting those trouble makers and getting them out of my country.

Because Hezbollah is a militant group that is not supposed to be armed, it was part of the pact for Syria to remove themselves from Lebanon.
