Well the logical thing to do would be to quit doing stuff that gets you in trouble that way she has nothing to tell on you for. Beyond that I don't know what to tell you. You get the blame for it because you are older and as such are expected to set a good example, use your brain when making decisions and be more grown up.

Threaten her by saying that if she tells on you one more time you will throw her into an ice cold shower! If she tells on you anyway then pick her up and come through on your threat! She may have to have a couple of these ice cold showers before she knows you mean business!
