I just started this new job and i been there for about a month and one day my boss ''called'' me and he said he noticed me and wanted some kind of relationship or something and I was wondering can he do that? Can he call his employees for personal reasons? I am very creeped out by this man ,I don't know what to do and by-the-way ,I told him I was in engaged. Please Help!!!!

No, that's not harassment.
He was just trying to find out if you might be interested in him.
It happens every single day, millions of times. There's no harm in that.

Where it becomes harassment, is if you tell him you're seeing somebody and you're not interested in pursuing anything with him and he won't stop hitting on you, or threatens your job.
That's where it becomes illegal and you need to do something about it.

Yes, it is harassment. No, he has no reason to call employees for personal reasons. First of all, you need to go to HR (human resources) of the company you work for and look up information on fraternization. Second, you need to let HR know that your boss has called you. Third, you need to get evidence if you are wanting to pursue a sexual harrassment case, such as: caller ID with his name, date and time that he called, implore about him making the same kind of passes at other females in the workplace, and, if your state allows it, voice recording. I know it is legal in a public setting to voice record--that means that you can record a conversation that would otherwise be heard by anyone, however, in most states it is illegal to record without permission.

I would be job hunting.
If it is a large company and there is someone above the boss that called you, then go to them and explain what is going oin.
If it a small company and he is as high up as it gets, then I would be out of there.
It doesn't matter if it is sexual harassment or not, you don't want to work around this person.

Start a journal Hon. Log everything, time, date, incident, where and who was working at the time (whether or not anyone is in the same room)
Call a lawyer. But keep a log! And any piece of evidence "gifts, notes, etc."

If he continues, you need to cover you own butt first. You may want to get a small recording device one that fits in you pocket so that you can get proof of the conversation. Then go over his head and report it to a superior, if that doesnot work, (because a lot of times it doesn't) go to a lawyer. Get it reported.
It is improper and against the law.

If he ask once and did not continue after you said you are not interested, it probably is not harassment. If he continued to ask, or treated you different at work, it is. If you believe he has crossed the line, talk to the Human Resources department or consult an attorney.

I would report him for sexually harrasment. I mean even if he called you at home he must be looking at you and having disturbing thoughts. If you reject him and if you have a probationary period at your job since you just started he good fire you for whatever reason personally I would report him and quit. Just by reading the descprition you gave of his actions screams creep to me.

Yes it is. If he continues pursuing you after you told him not too you have a very strong case. Don't let it get out of hand.

If he wanted anything other than a business relationship, it is wrong. Tell him it is inappropriate and if you have to, go to his boss! Any inappropriate touching is also assault and you can go to the police.
