Technically, if you have evidence of a crime and are concealing it, you are guilty of a crime as well.
That's also not counting the fact that this person could have destroyed other people's homes, or worse, killed people with his stupidity.

Do you have proof? Because anybody can have doubt and that doesn't hold up in a court of law--their insurance company is probably doubting them right now, and maybe the police, too. A fire is usually investigated pretty thoroughly and insurance claims adjusters want to be sure that people aren't committing fraud, so they will already be looking into it. If you have proof, then yeah, make an anonymous report. But if you only have suspicion, then don't bother. You won't be thinking anything that the authorities aren't already thinking themselves.

Yes, arson is illegel and insurance fraud. Do it anonymously if you think you or your family is at risk of harm, though.
