Absolutely. More intelligent or decisions made with wisdom yield more positive results.
That is why when things go bad it comes in waves until you are able to break it = Downward spiral. People stress from one decision to the next and it will continue to be negative outcomes. Once people are in this cycle they will unconsciously pick the decision that will yield bad results because they are expecting it.

While sometimes someone can have random good luck, for the most part people create their own luck.

But sometime bad things happen to good people, through no fault of their own. Strong people will usually find a way to get through those times.

I think somewhat they do....some people are always nice and caring with others therefore they have a lot of supportive people in their lives which helps bring luck in everything they do (by having their friends by their side and helping them).

I strongly believe in Karma... eventhough some people out there will never respect all that you do for them...there will be the double amount of people out there that are truly thankful and willing to help you just as much as you helped them in the past.

Thomas Edison once said:
"The harder I work the luckier I get"
Abraham Lincoln once said:
"Good things come to those who wait, but they get whats left by those who hustle."
I think that you do make your own luck to an extent. People who sit around and wait for things to come there way will not be very lucky.

For a part, yes. Go out and look for opportunities, if you sit at home nothing will happen. If you always do the same, the same will happen to you!

Also, keep your eyes open for opportunities so you don't miss them, and try to live a bit adventurous!
