There's two different kinds of "high speed telephone", and one is the best wideband service you can get and the other may be the worst. The best is FTTH or Fiber To The Home or FIOS. It brings a fiber optic light tube right to your house. But a "DSL" telephone line is just a pair of copper wires that only works reasonably well if your less than 2 or 3 miles or so from the telephone company's central office connection. So I would choose Cable wideband internet over any DSL telephone connection but am personally changing from cable to FTTH when that telephone service starts here this year.

In general cable is the fastest... but DSL is close, depending on where you are and if fiber is available. The down side of cable in that the more people on your node, the slower your connection will be. This usually isn't a big problem unless everyone in your neighborhood is downloading video or huge files all at the same time. If you already have cable, go with that otherwise go DSL. The cable companys charge more for an internet connection if you don't already have cable.

That depends on a lot of factors, like the quality of your phone line and how much you want to pay. Based on my experience with both DSL and Cable, Cable is what I prefer. I like the quality a lot better. Cable can be more expensive. But there are no long term commitments/contract. So if you don't like cable you can always switch to DSL after a couple monhts. But either are a lot better than dial-up so anything will be much much better.

Cable is faster as long as the number of users is low. As the users increase it get slower because of the load. Telephone DSL is slower than cable but does not slow down due to increased user load.

There are programs available to increase Phone DSL.

Be very leery of the cable companies that offer the super high speed Fiber Optic DSL. It is very fast but very expensive. Their prices generally run 149.95 - 189.95 a month.

High speed telephone is a myth. Cale (or DSL if available) is always going to be faster.

Cable is the fastest, but usually more expensive. Use DSL if $$ is a concern.
