There are a few options.
1) hire someone as an employee - you are then responsible for employer issues such as tax withholding workers comp. etc.
2) contract out an individual - Harder to verify references here and you never are sure what you might be getting but there is no liability associated with having an employee this way.
3) find a business (like mine only in your city) that will consult with you for free on marketing.
4) hire an ad agency or marketing agency - the bad part abotu this is , not only do the companies hold your retainer but they also get paid by the paper/tv/etc.
