After Israel fired on UN base 21 times "by accident" and killed four unarmed international observers (Finnish, Austrian, Canadian and Chinese) I think you have to be exceptionally stupid not to blame Israel for terrorist actions (even if you completely ignore killing innocent civilians). Again, if someone would fire on UN building in NY 21 times "by accident" and kill couple of people, would that be considered act of terrorism or honest mistake?!
