Isn't it disrespectful to have a national /state flage on a underwear or floormat or toilet paper or other kinds of crappy items..?

Chapter 1 of Title 4, United States Code deals with proper handling of the US flag. There are no provisions for enforcement. The code specifically states it is a codification of customs, and is not enforceable.

The examples you give are all considered disrespect full under the code.

there are no laws, there are certain things that are disrespectful to do. there can't be laws because whatever you choose to do with the flag is protected under the free speech clause of the first amendment (symbolic speech aka flag burning)
for instance, it's disrespectful to let a flag touch the floor, or fly a flag at night. if it is flown at night it has to have a light shining on it at all times, so forth. underwear and floormats are different because those aren't real flags... they're just copies with the print on it

Yes, many countries have laws on Flying flags , and in certain countries, there are also planning laws in relation to Flags, flagpoles and how they should be flown and displayed

No it's not I've seen people wipe their mouths with the American Flag.
