Other then the other 2 answers,are you first turning the breaker to off before turning it back on. If youre trying to turn it from its tripped position to on, it wont happen. If it still doesnt reset, then you have either a bad breaker or a problem with the circuit itself, and you will have to hire a qualified electrician.

Make sure you are resetting it right .you have to move the breaker as far over to the off position that you can and sometimes you will hear a clicking sound when its properly reset. if the breaker is good there should be some tension.
also try removing the wire from breaker. if it doesn't trip your problem isn't the breaker.

One of 2 things is happening 1) you have a bad breaker or 2) you have a dead short on the circuit. Unplug all stuff on the circuit, if still does not work, replace the breaker. If that doesn't work, you need to trace the lines to find the short.

Depends -
How many times has the breaker tripped?
If it has tripped several times and it's old, you may have to replace the breaker.
If it continues to trip after it's been replaced, then the problem is elsewhere.
Did you have too many things plugged in and on at the same time?

The breaker is probably overloaded. If you don't unplug whatever is overloading it, it will keep shutting off
