I never saw the package. Do I write it off? Do I tell the police? Do I hold the delivery service liable? Do I hold the seller liable?

Report it to the person who shipped it to you. They can contact the shipper, who will put a trace on the package to verify that it was actually delivered to your house. If you live in an apartment, most companies require a signature, see if this is the case for your package.

If they determine that it was delivered correctly, then the only recourse you have is if there was insurance on the package. Although some shipping companies will reimburse the shipper, especially if they ship a lot with them. We use FedEx at my business and they usually reimburse us, then we reimburse the customer once we recieve our check.

As a last resot, you can "try" to fight the charges through your credit card company. However, most shipping companies have a disclaimer on their site that once the package leaves their facility YOU assume responsibility for the package.

Check with your neighbors to make sure none of them received the package. They normally tell you if they leave it, but it's always good to be sure. Call the delivery service that it was sent through and make sure they didn't take it back because you weren't there and are delivering it at a later date. Also, make sure that it was delivered in the first place by the same method. Sometimes what seems like it would be delivery on tracking means something else, which I had to learn the hard way.

Check with the seller to make sure they had your right address, too. If everything above turns up right with no package, then you'll have to write it off unless it was insured.

Contact the seller.
Contact the delivery person - I've had to report UPS various times.
Do NOT write it off.
Contact your credit card company (if appropriate) or bank (ditto).
Think about an alternate address for packages for the future - work, friends, somewhere else if your address isn't safe for packages...

you have to sign for the delivery, in order to confirm that you got the package and accepted the delivery, packages aren't just left on doorsteps

Well it would really depend on how I am about to die. If I am about to be murdered or if it's sudden I would ask for 5 minutes to think about my life, the people in my life, and I would prey. If it's another way and I have a good amount of time I would talk to the people I love and see them one last time.

If you didnt agree to have it delivered unsigned for, call the company it came from, tell them you never got it. If it was charged on a credit card call and tell them you never recieved product and disput the charge.
If you dont have it you cant be charged for it.
There is no guarantee driver even left it on your doorstep.

I don't believe there is anything you can do unless you had insurance on the package.

I would notify the building owner, the police (since this might not have been the first case), and the USPS.
