I know it kind of stops redness, but what else does it do?

Toner has a few types & uses. Stopping redness is not one of the uses. First of all, it's like a "second swipe" to remove any makeup your cleanser may have left.

Some toners are advertised as "closing pores" but they don't...what they do is slightly irritate the skin so it swells a bit making the pores appear smaller. This isn't good!

A toner can also be a treatment, such as a moisturizing toner (which is used for oily skin when a moisturizer is too heavy) or toner with acne medication such as benzoyl peroxide or salicylic acid.

What you should not use is anything containing alcohol or witch hazel, these are irritants and are overly drying to the skin (which can cause skin to produce more oil). A good one is Clinique's Mild Clarifying Lotion (it's a liquid) but stay away from their other toners, the ones labeled 1-4, since they're full of alcohol.

Assuming ur talking about toner for hair? It does just what it says it's a toner. Ash colors do tone down reds etc.

Farrah is correct, you use it after exfoliating and cleansing then use toner to deep clean pores then use a moisturizer

It closes your pores up after cleansing and so makes your skin look better, and firms up the skin.

I also think it can be really refreshing, the spray on ones feel great.
