Here are some options:

Try a waterproof mascara. Any of L'Oreals are very good, although you will need to use an oil-based remover to take it off. Ironically, L'Oreal's remover doesn't work on their waterproof mascara...mineral oil will work just fine.

Before applying mascara, dust under your lower lashes with powder. Then after applying mascara, swipe underneath lower lashes with a Q-tip to catch any flakes or mascara hanging onto the bottoms of your lower lashes.

I use clear mascara. It looks like regular mascara on your lashes, but on your skin, it is invisible.

I don't know what companies make it, except Cover Girl. That's what I have.

For me, waterproof doesn't work. If you rub your eyes, it's off anyway. Or crying. Waterproof doesn't mean tearproof.

When you finish applying your mascara, turn on a fan on low and close your eyes gently when facing the fan, that will dry it up and you don't have to worry about having racoon eyes, if you don't have a fan then just use your hands to air out your eyes.. Try it

Get waterproof. And don't rub your eyes when it is on. You must be doing something wrong. Do you put it on your bottom lashes too? That could be why it is doing that.
