They have the lowest commissions for stock and options trades, but are they good, reliable, safe?

Well, they're rated best by Baron's, Kiplinger, and SmartMoney. They are the lowest cost trading firm that I've seen. ScotTrade is the next lowest that I know of but almost twice as much for basic trades.

I'd say they're legit, and worth a try. When I get the cash, I plan to trade with them, too.
