i have 30 gallons of gas that has about 15 gallons of water in it

Let it stand for a while.
The gas will float above the water... then you can siphon out the gas with a hose into another container.
Don't try to get every drop because you'll wind up sucking some of the water back into the gas container. Some of the gas will have to be sacrificed.

Find a 30 - 50 gallon drum, and put a petcock in the bottom of it. Pump all the gas/water mixture into it, let it sit for an hour, then open the petcock to drain off the gas, leaving the water in the drum. Immediately fill your fuel tank with new gas, and a bottle automotive gas dryer.

It's history. Siphoning that amount of fuel off water is dangerous and likely won't work anyway. A small amount of water could be treated with gas-line antifreeze, but not such a quantity as 15 gallons. You'd likely cause severe injector damage should you try to use the contaminated fuel.

Don't use dri gas, it is ethanol. You will damage the fuel system and motor if you exceed 10% ethanol in you fuel. There is already up to 10% in your gas now.
The best advice is to let a repair shop do the chore for you. It is dangerous to mess with gas if you are not sure of what you are doing. Since you are asking your question, you have not done this before.
After your repair shop has gotten rid of the water, have them install a water separating fuel filter, this will help stop any water from getting to your motor.

Gasoline floats on water. You could syphon off the top layer, but don't go for the whole 30 gallons, some mixing does occur at the interface.

is it water vapor or liquid? and what is this gas? maybe you can cool it until the water condenses. then filter the gas out. or react the water with something so that it ends up as a solid, so you can filter out the gas. i really dont know unless you specify what state the water is in and what the gas is
