Mystique adopted Rogue after she ran away from home following the first manifestation of her powers. Mystique and Destiny raised Rogue as mothers until she left their Brotherhood of Evil Mutants for the X-Men, hoping that Professor X would help her control her powers and schizophrenia after absorbing the abilities of Ms. Marvel. X-Men Unlimited #4 first tells the story of Mystique adopting Rogue.

Mystique was Rogue's mother though not biologically. Since Nightcrawler is Mystique's biological son, that makes him Rogue's adopted brother.

Mystique claims to be Rogue's mother, whether biological or adoptive I'm not sure.
But Mystique is definitely the biological mother of Nightcrawler!

Mystique is Rogue's un-offical foster mother, her real parents are Pricilla and Owen. Her Aunt Carrie raised her until she ran away from home. She ran away after she received her powers.
