Perhaps the pressure exerted by the bra support is too much;and perhaps you occasionally sleep with your bra on.
Scratching under the breasts (especially while asleep) could also cause this.

I cant understand how a perfect fitting bra can do this...as to burst capillaries it needs excess weight on the area of skin which suggests your bra isnt a perfect fit.

Maybe you should get your bra size checked...loads of shops do it free (eg Marks & Spencer, Debenhams).

Also, is the bra in question an underwire one? I never could wear those without the wires hurting me.
