Dexter is bigger than the Brain. Physicaly, by volume and weight, so he's literally the bigger genius.
But Dexter has better resources than The Brain, and the little mouse still manages to come up with some pretty impressive stuff. Then again Dexter did build his lab in his bedroom, defying the laws of time and space and dimension, despited his irritating dumb sister Dee Dee, while The Brain is still locked up in a cage with Pinky. Dexter overcame Dee Dee, but the brain can't neutralize Pinky. Dexter wins.

The Brain is way better. the only reason why he isnt in control of the earth right now is because pinky does something extra stupid and screws him up. ALSO, Brain is a 3 oz. mouse with a brain the size of a pensil eraser. Dexter has a normal human brain. Brain has better mental power for the size!
