why would u want to turn your firewall off..
2 do so right click on the icon bottom right hand corner of your screen that says firewall and choose shutdown.

1. winkey+r, write msconfig and remove the process of the firewall at start up.
2. Turn it off from its control center(it has to have one of sorts)
3. Uninstall the software
If you want to disable a firewall (probably a commercial one since Win 98 doesn't have such software included) i suppose the machine is on a network of some kind. I HIGHLY recommend either to upgrade to xp or 2000 if you don't want your machine to be a starting point for ill intended people to cause damage to other machines. WIN98 has some advantages if your hardware is really old or you need to run some legacy type of applications that are no longer supported on current OS, anyways it should NEVER be connected to other computers and even less so without a firewall.

I don't think window 98 has a firewall support, so there is nothing for you to turn off. In fact you should install a firewall, download, nowadays its free, but I doubt if you can find any firewall compatible with windows 98.

As state by others, Windows 98 does not have firewall like Windows XP except you install one.
Try launch your program and look for it's configuration/option menu for disable.
