I think it has mostly to do with subject of the question and the way it is put out. If the question is put out pretty randomly and with an unecessarily opinionated tone then obviously most people will conclude that it has something to do with the person whose asking it.

I think it's because they have problems and are looking for people with problems different from their own to rag on. I don't know why, I just think that misery loves company and they are out to hire as many people as possible into their miserable company.
